Abstract: We introduce a novel solution, termed the bilateral core, to address harmful free-riding in discrete exchange economies with co-ownership. By interpreting co-ownership as a distribution of exclusion rights, the bilateral core is defined to reflect the interaction between blocking coalitions and agents who are strictly worse off. We demonstrate that the bilateral core is a nonempty subset of the weak core and a superset of the strong core, with all its allocations satisfying Pareto efficiency. Additionally, we make a detailed comparison between the bilateral core and other set solutions and propose an algorithm to identify allocations within the bilateral core.
