  主讲人简介:刘诗濛,现任暨南大学经济与社会研究院助理教授。美国雪城大学经济学博士,研究领域为城市与房地产经济学、劳动经济学、中国经济。学术论文发表于Journal of Urban Economics、Regional Science and Urban Economics等国际著名期刊,主持国家自然科学基金项目。

  

  Abstract: This paper exploits a unique hand-collected dataset on legal cases and special economic zones (SEZs) in China to examine the impact of SEZs on local rates of different types of legal cases. Exploiting the establishment of SEZs in China as a quasi-natural experiment, we document that the establishment of SEZs boosts local rates of criminal cases and administrative cases while reduces local rate of economic cases. We also show that SEZs have significant impact on potential determinants of crime, such as labor market conditions, public goods investment and migration. We highlight the role of migration rate in contributing the positive impact of SEZs on crime. The results highlight the previously ignored unintended social consequences of place-based programs.

摘要:本文利用一个独特的手工收集的中国法律案件数据和经济特区 (SEZ) 数据集来检验经济特区对当地不同类型法律案件的比率的影响。我们利用在中国建立经济特区作为一种准自然实验,记录了经济特区的建立提高了地方刑事案件和行政案件的比率,同时降低了地方经济案件的比率。我们还表明,经济特区对犯罪的潜在决定因素有重大影响,例如劳动力市场状况、公共产品投资和移民。我们强调移民率在经济特区对犯罪产生积极影响方面的作用。本文的结果强调了被以前学者忽略的基于地点的项目所带来的计划外后果。
